COTS Implementation Project Manager

Scope of Work
Seeking a full-time Project Manager to manage the implementation of the COTS product to include data migration and conversion activities, as well as, vendor management, end user acceptance, and use of the Notifiable Conditions Data Improvement system. The new COTS system will be used to collect, connect, compile, and analyze   data.  The initial implementation phase of this project is expected to last 12 months.

Work Requirements
- Develop and implement a comprehensive project management plan that includes a detailed work plan, schedule, staffing plan, communication plan, change management plan, risk management plan, data conversion plan, testing plan, user training plan, and other relevant plans.
- Lead daily and weekly team meetings, manage meeting notes and action items
- Facilitate monthly project status report meetings
- Faciltate monthly steering committee meetings
- Finalize planning and analysis with vendor (deliverable)
- Monitor progress on the project and adjust plans as necessary. Anticipate risks and barriers, and develop effective strategies to prevent, mitigate, or resolve them.
- Provide timely communication to internal and external project stakeholders. Produce written summaries and deliver oral updates on project status to executive leadership through the project steering committee.
- Coordinate with Contract Liaison and the Office of the Chief Information Officer liaison, seek their input and keep them informed about the project.
- Seek feedback from project team and stakeholders. Gather and use data to evaluate the effectiveness of strategies, identify root causes of problems, and make improvements.

Requirements:
Implemented Information Technology Commercial-off-the-shelf system including data conversion and migration within the last three (3) years.
