Waste Screener/Health and Environmental Investigator I

The Waste Screener/HEI I conducts random inspections of incoming waste at transfer stations and the Cedar Hills landfill. They assist our Operations staff in managing unacceptable waste left behind at transfer stations by customers. Waste Screeners escort customers to disposal locations at Cedar Hills. Staff of this program also provide limited hazardous materials incident response and transport, sort, manage and store household hazardous and moderate risk waste and sharps recovered from transfer stations. They also perform waste screening data input. Waste Screeners communicate the Division’s waste acceptance policies with customers and participate in the initial phases of our enforcement program. The position is located at the Cedar Hills Landfill and travels to all transfer stations and drop boxes.

PRIMARY JOB DUTIES: The primary function of this position is to screen loads of solid waste entering Solid Waste Division facilities for the presence of hazardous waste, special and other unacceptable wastes. Incumbents will:
  • Sort and screen random and selected loads of solid waste, and inspect special waste (i.e. asbestos, medical waste, contaminated soil)
  • Sample and document suspected hazardous or unacceptable waste, prepare unacceptable waste for proper management and disposal
  • Maintain records and enter information into databases
  • Respond to and investigate reports of hazardous or unacceptable waste delivered to landfill and transfer stations and emergencies related to improper waste disposal; document and report findings
  • Provide waste and recycling information to customers to include acceptance policies and proper management of unacceptable wastes
  • Assist staff with special waste issues and concerns and with emergency response
Incumbents will:
  • Work in and out of doors all year in inclement weather and drive throughout the County between landfill and transfer stations using a County vehicle
  • Sort and screen garbage, which may contain hazardous materials, such as pesticides, flammable solvents, and infectious medical wastes
  • Perform physical labor, including heavy lifting up to 35 pounds
  • Knowledge or ability to learn environmental protection programs, laws, regulations and policy processes
  • Basic knowledge of federal, Washington state and local environmental regulations
  • Knowledge or ability to learn safety procedures for handling hazardous materials and cleanup standards for contamination problems
  • Knowledge of field occupational and environmental hazards and worker safety procedures
    Problem solving skills
  • Oral and written communications skills
  • Skill in establishing and maintaining working relationships with diverse groups
  • Ability to learn and retain consistent procedures for monitoring, screening and inspecting
  • Skill in working independently and working alone after training
  • Ability to legibly and accurately fill out field sheets and other forms
  • Computer skills sufficient to learn accurate Access database entry
  • Ability to make decisions within the scope of their position while in the field
  • Must be able to attend and successfully complete hazardous waste operations and emergency response (HAZWOPER) training and other training in managing waste streams.
 Licensing, Certification & Other Requirements:
  • Washington State Driver’s License
MINIMUM QUALIFICATIONS: A two-year degree or equivalent in a scientific or technical field, and at least one year of hazardous materials experience, or five years of regulatory or hands-on experience managing solid waste or hazardous materials or wastes, or a combination of scientific education and experience. Asbestos Worker Certifications and 40 hour HAZWOPER training desirable. A valid and current Washington State driver’s license is required at the time of appointment.
