OVERVIEW
 Senior Project Manager, with experience in managing an Electronic Records and Information Management System project (may also be referred to as an Electronic Document and Records Management System (EDRMS) project or an Electronic Content Management (ECMS) project) specifically for a city or other local government entity and/or a public utility. The Client began implementation of its  Information Management System (TIMS) project in the first quarter of 2016 which includes the implementation of SharePoint with the GimmalSoft records management add-on product.

BACKGROUND
Client is  establishing an electronic records management system and program
The system will help employees better organize and find their electronic content documents and records (including e-mail). It will also work behind the scenes to help with records management.  includes:
• All Employees make use of the electronic records management system
• A single content storage system with citywide taxonomy and records classification rules: SharePoint with embedded Records Management software of GimmalSoft, which will slowly become the new home for everyone's electronic content over time
• Building and sustaining the program (Goals
↑ Efficiency (document location simpler, decision-making faster) ↑ Responsiveness (Public Disclosure Requests faster, more complete) ↓ Volume (only keep what is needed, reducing the volumes of documents to search through) ↑ Compliance (retention schedule & regulatory requirements addressed) ↑ Archive (preserve the organization's existence for posterity)
What are the objectives of the INITIAL BUSINESS PROJECT?
implement SharePoint and GimmalSoft Records Management software for six departments.

• Migrate active office documents from networked file storage to SharePoint/GimmalSoft to enable records management in compliance with WA State guidelines
• Migrate all content and business process workflows, via Nintex product, from an Autonomy Meridio system (two work units deployed) to SharePoint/GimmalSoft to enable records management in compliance with WA State guidelines and FERC/NERC/CIP.
• Interface with ERP SAP, via Gimmal’s ERP-Link product, for source meta data to populate SharePoint/GimmalSoft lists for management of records as a case, e.g., contract case management with all relevant records associated with the contract
• Expose SharePoint libraries in Microsoft Exchange for purposes of allowing employees to identify relevant e-mail as records with retention value, via Harmon.ie product.
• Activate SharePoint eDiscovery for use as a central tool of the Public Disclosure Officers to search SharePoint, the legacy files remaining on the networked file storage and Microsoft Exchange e-mail for purposes of collecting responsive content and storing as a case in SharePoint to fulfill public disclosure requests.
Statement of Services
Requirements:
Direct and manage the initial TIMS business project, using project management best practices, ensuring rigorous monitoring and controlling for sure progress and provide status reporting to the project sponsors on at least a monthly basis, and potentially weekly basis for issue resolution to allow the project to move forward decisively and promptly.
Responsibilities for this position include:
• Deliver the required product(s) 
• Manage the people, work and resources involved
• Co-maintain a detailed project plan and roadmap
• Ensure the project stays on schedule by applying project monitoring and controlling methods
• Formulate team processes and collaboration to foster an understanding of team roles and their impact on the project
• Facilitate and/or design workshops
• Report to respective stakeholders and escalate decisions and unresolved issues in a timely manner to the project sponsors
• Provide project management practices to lead the implementation of new business processes with supporting technologies and to plan for the sustainability of the new business process
Experience Required:
• Project Management Professional (PMP) Certification
• 7-10 years of project management experience leading and working with business and technology projects
• Bachelor’s degree
• 4+ years relevant experience in a records, document or information management environment

• Possess experience in organizational change management, the people side of change, to create a collaborative environment to bring diverse views together for a common approach to business processes and solutions
• Excellent verbal and written communication skills
Experience Desired:
• Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects. PMI-ACP, CSM, or equivalent preferred.
• Full Life Cycle implementation experience with large Corporate systems including but not limited to: ERP, CRM, and COTS
Role and Resourcing:
The qualified candidate will serve in the role as senior project manager, overseeing a project team inclusive of a project manager and office assistant in a supporting role to the senior project manager. Project staffing resources including a records management team, SharePoint team, Infrastructure team members, an organizational change management lead and a contract implementer providing technical and functional expertise and deliverables related to the initial implementation.

Availability:
Start January of 2017. The initial commitment is estimated to be 6 months.
