IT Project Manager

Job Description
Under limited supervision, the role of Project Manager will serve as the lead facilitator in the development of complex short and long-range software development projects within budget constraints, including oversight of scope, strategies, studies and technical evaluation as well as administration of project bidet and consultant contracts. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will be able to develop the project plan, manage to the project's objective, priorities and oversee quality control throughout each project's life cycle. Additionally, they will establish a project culture where escalations to resolve “stagnant” problems are viewed as good business and not viewed as being personal and ensure that scope creep, communications, and quality are carefully managed.
 
Qualifications
  • Bachelor's degree project management, information technology, or other closely related field or equivalent experience.
  • Three years of professional experience IT Project Management or applicable field.
  • Three years of managing implementation of technology projects
  • Proficiency with office suite, project and visio
 
Skills:
  1. Skill in analyzing data, organizing, and conducting short, mid-range and long term projects.
  2. Skill in computer operation and software utilization( Word, Excel, email, scheduling and PowerPoint).
  3. Skill in communication, facilitation and interpersonal relations as applied to interaction with co-workers, supervisor, regional partners, the general public, etc. sufficient to exchange or convey information and to receive work direction.
  4. Skill in presenting to small and large groups of stakeholders
  5. Sills in self-motivation, leadership, team work, management, planning, problem solving, negotiating, influencing and budgeting.
  6. Technical and non-technical written and verbal presentation and communication.
  7. Project management and ability to integrate new technologies
  8. Procuring and managing consultants, including engineering and architectural services- preparing scope of work and budget estimates for comprehensive consultant proposal requests which require hardware and software.
  9. Use of PC-based software in support of planning programs/project.
  10. Use strong analytical skills.
  11. Use of client/service technology desirable.

Project and function to be performed:
  1. Manages to Project Priorities: Performs Risk Management. Understanding that the most important problems each day is dedicated to addressing to projects and priorities.
  2. Communicates Project Status Upward and to the Client. Provides frequent updates to all stakeholders within the project, program or steering committee.
  3. Enforces Effective Change Control. Ensures that scope creep, communication, and quality are carefully managed.
  4. Provides Facilitation: Coordinates project contracts and inter-agency agreement. Provides consultant contract administrative and project oversight and evaluates complex analyses performed by consultant and/or other agencies. Develops technical recommendations for decision-makers. Oversees the implementation and integration of new technologies with existing systems both inside and outside the agency.
  5. Acts as project manager for agency's participation in transportation in transportation technology projects, establishing goals, implementing strategies, timelines, and budget. Advises supervisor on approaches to program implementation.
