Scope of Duties:
Maintains current knowledge and provides guidance regarding laws, administrative codes, policies, procedures and practices relating to grant programs administered by the Federal Transit Administration (FTA), the Federal Highway Administration (FHWA), the Federal Emergency Management Agency (FEMA), the Environmental Protection Agency (EPA), and the Department of Energy (DOE).
Prepares federal funding assessments for strategic plans; such as, the Puget Sound Regional Council’s 30-year metropolitan transportation plan and the client's Long Range Plan.
Prepares forecasts of the availability of federal funds and estimates of federal expenditure demand in order to assess the financial capacity to deliver capital projects.
Programs client's projects in the Transportation Improvement Programs (TIP) of metropolitan and regional planning organizations.
Develops the federal sources of funds for projects in the client's Capital Improvement and Preservation Program (CIPP) and the client's Operations and Maintenance Program.
Develops and processes grant applications; including, assessing grant opportunities and selection criteria; gathering information to effectively prepare applications; preparing and submitting grant applications using electronic grant application systems; and coordinating support for client's grants applications.
Prepares and processes federal-aid agreements and modifications, project budget revisions, TIP amendments, quarterly progress reports and other federally-required records, and close out of grants.
Approves federal funds aspects of client work order authorization requests.
Is proficient in various electronic grants management and project programming and funding systems.
Provides fiscal oversight and program evaluation to help monitor and coordinate use of federal funds.
Reviews federally-funded capital projects and maintenance activities for compliance with federal and state regulations.
Assists in preparation for federal audits, such as the FTA Triennial Review.
