Fiscal Specialist III

Seattle, WA
This position will be a key point of contact and coordinate procurement functions with Finance Division by processing expenditures of operating and capital budget funds. The position will provide data reporting and input of data for use in the section’s maintenance management information system. The position will be an integral part of a team to provide project management of various projects.

The following list represents examples of the job duties for this position:
Perform and oversee technical accounting, financial reporting and tracking for high-value contracts, ensure contract compliance with reporting, delivery and other contractual requirements. 
Develop and maintain, complex spreadsheets including delivery and acceptance spreadsheets;
Collect required data and track the progress of facilities projects.
Produce supporting information, documentation and process payments which are funded by Internal, State, and Federal Funds and are monitored by the various funding agency’s auditors and DOT grants staff.
Draft, prepare, proofread and edit documents, contracts and correspondence; ensure appropriate use of the English language, specialized terminology and compliance with established procedures.
Preparing requisitions, receipts and monitoring and preparing reports using the County’s financial databases. Currently Oracle Financials is the King County System.
Experience, Qualifications, Knowledge, Skills:

The successful candidate should have:
Knowledge of fundamental accounting principles, requirements and processes. 
Knowledge of the accounting and financial reporting requirements for state and federal grants. 
Knowledge of fundamental legal terminology used in procurement and contracting.
Knowledge of public procurement policies and procedures. 
Knowledge of general office practices and procedures. 
Knowledge of proper English grammar, usage and spelling.
Possesses good communication skills in dealing with both internal and external customers, understands the intricacies of effective communication in a political environment.
Possesses excellent customer service skills in communicating with both internal and external customers.
Possesses strong organization and problem solving skills.
Possesses excellent reading comprehension skills.
Demonstrated ability to quickly learn new computer applications.
Experienced with Enterprise financial systems, i.e. Oracle.
Possesses intermediate to advanced computer skills, including MS Office applications such as Word, Excel, Outlook, PowerPoint, and SharePoint. Working knowledge of Adobe.
Skilled in explaining complicated procedural and technical requirements to varied audiences.
Skilled in maintaining data accuracy and integrity.
Skilled in accounting mathematics.
Skilled in the use of automated financial and management information systems, word processors, spreadsheets, databases and similar software applications.
Skilled in the operation of standard office equipment.
Skilled in maintaining confidentiality of sensitive information
Skilled in establishing and maintaining effective working relationships.
Skilled in working with a variety of people from diverse backgrounds.
Skilled in effectively handling multiple competing priorities.
Skilled in following through on assignments.
Skilled in taking initiative and adapting to changes in work load demand.
Skilled in training and providing lead direction to others, including assigning work to other staff.
DESIRABLE QUALIFICATIONS:
Possession of a valid Washington State driver's license at the time of employment is required. (A valid Washington State driver's license must be maintained.)
Location:  Seattle
Duration: 5-6 months
Part-time (Wed- Friday ) 24 hours a week.
Pay: $25.23
